Pharah's Strengths & Weaknesses
Strengths
Airborne hover performance.
Pharah has quite high hover performance among damage heroes, and with Concussive Blast
and Jet Dash she also has high left-right mobility. As a result, her poke performance is high, but she can also function as a flanker.Poke power via primary fire.
Pharah's primary fire deals 120 damage on a direct hit, so she can bring damage or support heroes to half HP. Also, since it has no damage falloff, she can deal quite a lot of damage even landing hits from afar.
Burst damage via Barrage

has very high damage, so it can melt enemies in an instant. Used from an appropriate position, it can even forcibly melt tanks. Barrage deals 1000 damage over 1 second, so it can melt any tank in under a second.
How to Counter
Apply pressure with hitscan heroes.
Pharah has a relatively wider hitbox than other damage heroes, so hitscan heroes can land attacks easily. While it's hard to finish her off when heals are getting through, you can restrict Pharah's range of movement.
Use heroes that can counter her in the air.
When the enemy runs a dive composition, it's hard to shoot her down even by stacking hitscan. In that case, heroes like Jetpack Cat, Echo, or Juno have faster projectile speed than Pharah, so they can gain an advantage in the air. This also functions as a counter to the enemy's dive heroes.
Target Pharah's landing with a flanker.
Pharah is generally strong against flankers, but depending on your team's or the enemy's composition, a flanker may be necessary. In that case, by roughly predicting her landing spot from where she's hovering, you can attack her as she comes down. At that point, Pharah has often used up her movement abilities, so she can be killed easily.
